The standard set-up has the front diff and driver's side CV shaft turning all the time, even when in 2wd. The vacuum system just slides the collar across to connect the passenger side shaft.
Manual (free wheeling) hubs are advisable, but not strictly necessary, to eliminate any driveline drag, which decreases mpg cause by the front diff, but the drag shouldn't be any more apparent than it was before.
So to summerise, 4wd can now be engaged and more directly and without having to drive forwards or reverse to disengage it when the vacuum actuator sticks.
