Nope, its on the intake as it goes into the exhaust manifold, the other side from the throttle cable, and is worked by the throttle flap rod as you press the go pedal. Round black thing, with a elec plug on the side, pointing downwards.

neil this may sound like a really stupid idea,but have you run through all the fuel lines to make sure there is no air getting into the system.also try running without the air intake on the turbo.but i wouldnt do it for too long.
