    right work this one out.
i disconnected the bleed valve completely, re wired the pipe as factory and drove the car. the max boost was 7psi! i thought great the actuator works as it should.
so i took the bleed valve off and put one end in my mouth and blew whilst unscrewing the screw eventually air was able to be released into the next part of the hose.
i blew into the valve the side the actuator was connected to. so i thought ah the previous owner must of put it on the wrong way round. so i put the bleed valve back on, and swapped the hoses round. then i was back to square 1 again. no matter where i screwed the adjuster the boost always went to 14psi. so i got the hump and ripped it out in a rage
i put the washers back, so now im getting 9psi.
its strange because although im getting less boost, the car feels to drive better for it. it may be just me, or because i used to have to hold the throttle half way to stop it over boosting, i dunno.
im debating weather to put the 3rd washer back or just leave it at 9psi.
ive been fitting my steering wheel, so im pleased about that anyway. only thing is now the indicator dont click off like it used to.. not sure what ive done...
cheers again for your help earlier

It seems you have the boost problem solved. I'd stick with the 9PSI you have now if you are satisfied with how it runs now. I suspected a dud bleed valve from the start. Some are just junk.

Steering wheel problem could be the incorrect boss. I had a problem with mine where the indicator would switch of turning left but not right. The indicator mechanism requires a boss with a horizontal slot/hole position to match the horizontal position of the plastic protrusion/pins on the mechanism while at the same time maintaining proper steering wheel position.

There is also a couple of different boss configurations. The hole positions can vary. Some have two sets of holes with different diameters as well as positions. One set of holes can be at 12, 2, 4, 6,.8, and 10 o/clock others will be 1, 3, 5, 7, 9 and 11 o/clock. This means there can be four combinations at least. Confused yet?

What is the hole pattern on your steering wheel? What is the hole pattern on the boss when in correct position on the steering shaft without the steering wheel installed with the slot/pin position horizontal? Do they match? It could be 60 deg out if you have a steering wheel with the 12, 2, 4, 6, 8, and 10 o/clock pattern and a boss with the 1, 3, 5, 7, 9 and 11 o/clock pattern or vise versa.

Solution to my problem was to recut a slot in the boss for the locating pins on the indicator mechanism at 180 deg to the existing one for mine to work properly because I couldn't get the correct type at the time and the guys at the auto shop were useless and didn't understand the problem.

ill stick with 9psi at the moment because its definately better than before. it picks up a lot quicker, which is strange. it must have something to do with the throttle position sensor as before i couldnt put my foot to the floor.

as for the boss, what you said makes sense. my holes are at 12, 2, 4, 6, 8, 10. i didnt look on the underneath of the boss, but i dont think there is anything there to make the indicator click off. it came in a momo box, but i didnt buy a momo one so it may or may not be momo...
if it is just out of alignment then if i turn one way full lock, then turn on the indicator, then turn the other way full lock, at some point it should automatically click off, if the boss has the right bit to do it?
i suppose ill have to wip the steering wheel off again. but when the wheel is straight then the holes are at 12, 2 , 4 and so on.

If your steering wheel is 12, 2 etc pattern the boss should be the same pattern with the indicator mechanism (the slot or holes in back) in the 3 and 9 o/clock position so it matches the central position of the indicator mechanism. When I put my steering wheel on and matched it to the boss the indicator operating slot in the boss was at the 6 and 12 o/clock position hence the reason I recut the slot.

          Hope my explanation makes sense.

i did a full lock left and right with the indicator on one way and it didnt click off. i didnt think at the time to try it witht the indicator on the other way. but i might just get them to send me a propper boss. but if its easy to do what you did then i might just do that and save the hasstle
