Agree to an extent, where it's obvious that no attempt has been made to clear the worst of the snow then yeh, hit em with a fine.

Yeah, you can't expect someone to a ladder out and climb up to the roof of a lorry or big van on the snow.

Cars that blatently can get cleared but don't should get done for driving a dangerous vehicle or not driving with due care. But thats all that can really be done.

Plod should pull people and just make them clear the car there and then, in a t-shirt, shorts flip flops and bare hands.....
