they sell it cheaper so you can run plant with it, but basically its the same?
They add red colourant to be able to see if you use it in a road vehicle. is that about right?

That is correct, it's untaxed (or maybe 5% tax only) and costs around 1/2 the cost of road fuel, can be used in Mobile Plant on the roads eg. a Mobile Crane or a JCB etc, also used for heating and generators. The colour is added to clearly show its not road fuel, customs and excise can also test for extra sulphur content another way to tell if the colour was missing.
