You SHOULD have 3rd party insurance. I do. It covers any damage my horses do to people/objects whether riding or in hand, or loose. ETA - there is no legal requirement though. Reputable racehorse yards will normally be insured.
I have to say most racehorses I have know any good on the roads. It's the nutty ponies with badly taught kids on that annoy me.
I also have to say rude, inconsiderate riders really annoy me as I try very hard to be considerate riding on the roads. There really is room for us all if we are all polite and responsible.
