OK, I can just about work your diagram out but I cannot read the text, even when i zoom in, but here are a few thoughts.
1. your power curcuits (from fusebox, through relay contacts to spots) look fine, and it sounds like they are, or you would never get any spots on at all
2. the feed from the sidelights looks fine except i couldn't work out what the other bit was for, where it splits at the fuse and goes back up to a seperate terminal by the fuse.?
3. Illiminated switches are tricky buggers, they can be setup different ways. if you can i would leave the illumination bit out of it for the moment. LED types are particularly awkward because generaly they only work with the current going through one way and can do odd things if they are in backwards.
The thing to do is to try to simplify the problem and look at it a bit at a time.
Look at just one pair of spots.
first I would completely bypass the switch. you have the live side of the relay coil connected to the sidelight circuit. put the other side straight to earth and you should get the spots on with the sidelights or mains or dips on but not with no lights on.
second take that earth wire and connect it to your tapping on the main beam circuit. you should now get the spots on with the mains, but not the sides or dips. your dash main beam warning light should still work hopefully.
third, add the switch back in.

Weh Yeh Sorted, This neg switching made me distrust my own testing, Try'd
several things this morning to no avail like changing the relay switching
round on pins 85 &86, Thinking about it over me chickin roll and tea, When
i tested the Red/green wire i got a live only on when hi beam is switched,
So- Neg or Pos switching it does work wired like this=
Tapped into the Red/green wire with an inline 3amp fuse to supply side of
all (23456, looped) switches, (remember 5&6 aint used yet)
From load side of switches run seperate wires to pins 85 (relays),
From pins 86 (looped to all relays) run to earth, I left the fuse in place which
is a 5amp (will replace with a 3amp when i get some) So this earth is running through a fuse then to earth (could'nt be arsed pulling it apart, too many fuses are better than not enough i reccon)
Reconnected side light live to another fuse (5amp, 3 when i get em ) and on to switch 1 for leds, All leds are now working now,
So looking at the pic the fuses run as follows (from nearest)
5amp, relay switching, (The red conn you can see is from fuse to earth,)
15amp, pair spots
" , " "
" , " "
5amp, leds
Every thing seems to work ok and nothings caught fire or gone bang,
Question is have i got neg switching or not, Hope this may be of help to
