loss of boost!?

I have a 90 hilux surf 2.4 td automatic. here is my problem, I just noticed today that my turbo only hits 4 psi when I have it set to 10 psi. I was getting my 10 psi all weekend until I let the surf sit for a day in the rain, when I took it out this morning my boost gauge only read 4 psi and i noticed a huge power loss due to this. so I guess my question is whats wrong? I checked the hoses and pipes that everyone has said to check and they are all connected and in good order. i also noticed while I was looking for problems that there is a bit more white smoke when I rev it then usual. there is a small exhaust leak in the downpipe but it has been there since ive owned the vehicle. does anyone have any suggestions?

check all of your vacuum lines and clamps on your intake piping. I'm guessing a vacuum line cracked or came loose. Do a search for vacuum lines and there are lots of pics around here that show the common problem areas.
