    Fuse?

They forgot to put the multi plug back in?

They didn't know what they were doing in the first place?

Why did they have to re-wire them?

Take it to someone who knows a little about diesel engines, let them sort it and send the clowns the bill.

No current would suggest the 80 amp fuse was blown, and they should really replace them as a set ( I would anyway)

When you say they've "rewired" the glow plugs, what have they wired them to?

If relay is clicking but no power, then I'm pretty sure it's the fuse, as the relay only switches power to/via the main 80 amp fuse.

Get it checked first thing to see what damage they may have caused just as a matter of caution.

I'd have a look to see what else they've wired up and what they've wired it to. The foglight should already have a wire there from a switch on the dash, the most they should have done is connect it to the lamp, 5mins tops. Just make sure there's no 240v plugs hangin out anywhere.
