The RCD monitors whats going out and what comes back. If there's a discrepancy (typically 30 milliamps) something is going somewhere it shouldn't be and it trips. Your fuse/ MCB does the overload/ fault current thing.
Things like a main breaker going before a plug top fuse does happen but it shouldn't. Stuff like this all have operating times and if the fault current is large enough and the bigger sized protective device is quicker it can operate before smaller......but it shouldn't.
