Have a look at a Minari. It fits all your criteria except the tax free bit. There are two on Ebay at the moment and one on Pistonheads.

How about an MG with a bare metal rebuild, stiffened floor and the complete running gear from an RV8 ?
My brother bought it a few months ago - 0-60 in sub 6 and it handles better than standard (Not too difficult I know) AND he doesn't pay road tax !

there used to be a shocker conversion and a 4 link rear kit available - it helps but don't expect miracles on an ancient king pin front end.
