Rick. I take it that you have managed to save the pictures on your harddrive and know where they are.
Try this. Right click once on the image file. On the pop up menu, select open with.
In there you'll have a list of available Windows recognised programs to choose from.
There should be one called [color=yellow]Windows Picture and Fax Viewer.[color]This is the windows default picture viewer. The picture should then appear.
If not then do the same, right click on the image file and select open with.
The select Choose Program. In the list that appears you should see a list of Windows recommended programs. Check that Windows Picture Viewer is in the list and select it.
If that doesn't work, then repeat above but substitute Windows Picture Viewer with Photo Impression 4.
If you can find Windows Picture Viewer, I suggest you make it the default picture viewer as it is a small and fast program even though you cant resize/colour or anything else. You can always do that with Photo Imp4.
You do that with the right click, open with, choose prog bit then put a check mark in the "Always use the selected program to open this kind of file" box.

If that don't work then I'm stumped!
Oh yeah images won't go blurry when reduced. But when they are reduced, you cannot blow them up as you lose resolution and they will pixellate. The same as going out of focus if you like. Always do any colour changes or effects on the full size image then reduce as a final, before saving
