They're giving you the run-around and making it more complex that it needs to be.
I got mine done without a letter from Toyota and the same will be true for you. Write old fashioned letters and let 'the system' take you and you'll end up in the right place; forget the phone and email, they involve more human responses where the mail is treated far more mechanically and repetitively.
The letter I sent is back a few << pages, I sent some pictures too.
jon,it was me who put my letter from toyota on the forum.i had my log book returned 3 times unchanged going through the letter writing process.the letters i was sending were pretty much cut and paste jobs of letters on this forum from members who had already had their log books changed(on the strengh of those letters!).when i sent the letter from toyota they ammended my v5c without any more hassle.There doesn,t seem to be any consistency at all to how they,re dealing with this matter .
Hi all just found out about this LEZ stuff and yes my surf is not exempt !
On my logbook it says "body type - Skeletal Vehicle" and "Taxation Class - PLG"
so is it the body type that needs to say "Estate Car" ? Help please as need to go to a family do in mid January 2012

Do not go to the DVLA. In my opinion the various experiences of forum members in trying to deal with them demonstrates that it is packed with the sort of mindnumbingly craven jobsworths who enjoy the pathetically small amount of power that they wield to such an extent that it has completely robbed them of any perspective and or initiative. I think that their staff are typical of the "computer-says-no" mindless bureaucracy that infests so many of this countries institutions. Rather than use their heads to find a solution to the problem, I suspect they just peck gormlessly at their keyboards desperately looking for a button which is marked with "the solution to this problem". That is the only explanation that I can think of to explain the fact that whilst some people have successfully got a changed V5, others appear to have just been given the endless runaround by some nameless and faceless halfwit or other.
It would appear that even VOSA have given up dealing with DVLA, presumably they have met a similar level of intransigence as has been experienced by members, and have wisely decided to ignore the madness. However, in a marked departure from the sort of unthinking imbecility that based on members' experiences seems to me to be a trademark of DVLA employees, VOSA appear to be extremely helpful, and solve the problem immediately. So in a world full of what I imagine to be a horde of embittered Patty and Selma-alikes who make up for their desperately empty lives by injecting a little bit of misery into everyone else's, there is a ray of sunshine, and she works for VOSA...
PS - why the rant? Oh I don't know - I just get so fed up of the studied uselessness of these sort of administrative automatons and their pathetic sense of empowerment. There was a story in the papers today about the fire crew that failed to winch a dying women out of a mine shaft because they were only allowed to use the winch and harness that they had available (hours before she died) to rescue each other. It is incredibly depressing, and it seems to be more and more common. Every time you have to speak to some administrative narg they spout some crap off a sheet that they don't even comprehend. Usually it is some drivel about the Data Protection Act which they will never have read, and fail utterly to understand. Try explaining that you are barrister that specialises in Data Protection amongst other things and that their point is completely misconceived and manifestly wrong, and they will just recite their utterly misguided sheet out at you over and over again. It is like trying to reason with a concrete bollard. Since there is no prospect of such a person ever reading this, then yes it is rather a pointless rant. But there we go. It makes me feel better.
PPS If VOSA do the business, then I still think send the person responsible a bottle of wine. A nice email is nice too, but you can't drink it. Maybe we can change the world one good deed at a time...

Thanks for the info have just spoken to Anne and what a pleasant lady, will defiantly be sending her a little something in the post if she manages to sort things out. The DVLA route is 20mins going through the call menus to be told have to apply by post ! and as to the form you need to fill in for TFL it's not applicable to our cases. And lastly for those wondering,like me what a Skeletal Vehicle is, it's something to do with a HGV Trailer

Ah but that is the difference. Giving someone a gift after they have done their job particularly well when they were expecting nothing makes all involved happy.
Being forced to bribe people to exhibit more intellect than your average chopping-board does not. Although there is a chance that the staff of the DVLA could be bribed by peanuts or shiny beads.
Having said that, I agree it is a sorry state of affairs that someone being both helpful and pleasant is a cause for real celebration.
