    XBOX live doesnt use a great deal of bandwidth to be honest! What router do you have? Who is your ISP? Xbox uses no more than 100kbit/s So out of a 20mbit connection you are looking at an xbox using 0.1mbit. This is xbox live, and does not account for downloading content such as game demos and such which will of course use as much bandwidth as available.

    It could be that your router is not capable of maintaining TCP state information for the amount of connections going through the router. Cheap routers suffer from this and as a concequence require rebooting often!

    Another factor, is a poor quality ISP. I have frequently witnessed "high speed fibre" e.g. Virgin Media providing poor service due to over subscribtion in the area. Because of the contention that can happen at busy times, a 20mbit service would be more like 1mbit/s actual speed once packet loss, retransmissions and tcp slow start is accounted for!
