265x70x15/ 265x70x16 which is taller?

Those two tyre sizes are the same, their size will match but the centre hole the rim slots into is different between them, thats all.
i.e. the 265x70x15 will have more rubber between the outer edge and the beginning of the rim, by about half inch.Oh Nana, what's my name?

265 is the width of tyre in mm. 70 means the profile is 70% of 265mm. 15 means on a 15" wheel.
Do the math. 265 x 70% x 2 (top and bottom of wheel) divide by 25.4 to convert to inches and add to the 15" for total height.

Okay so this must sort of explain why some 33" tyres fall short of 33".
I have just compared USA sized tyres - 33 x 12.5 x 15 and 33 x 12.5 x 16 and the 16" rim makes the tyre 34" and the 15" rim seems correct with a tyre of 32.5"
Strange. May be the USA sizes are just a rough guide to match to the imperial sizes? e.g. to try and make it easierOh Nana, what's my name?
