It is speed related, and obviously if you're hammering along then you do need your wheel pushed down again quickly. If you're moving at walking pace to 10mph, then movement with little resistance would seem to matter more.
Like I said though, at low speed, I'm sure shock stiffness will be lost in the noise compared to tyre type and pressure.
I just know I always preferred the OEM shocks on the soft setting, on and offroad, and the ES3000 shocks I have on the back seem to work OK. I still think the LC springs are too stiff offroad on an unloaded truck, but with 3 up and a load of camping gear last weekend I have no complaints about the rear setup at all.
