We have considered the response, and passed the buck to the local authorities, who are authorised to do their own thing... Ken Livingstone, eat sh1t and d1e. London Low Emissions Zone - currently for over 12 tonnes, but soon to apply to everything over 1.25 tonnes. Unless you are older than 1973... Glad I have little family left in the smoke, not that I speak to them anyway. That'd be the last nail in the coffin, even tourists couldn't afford to get bused in... Nobody could afford to deliver any goods in our out... and our food, and merchandise will continue to go through the roof. Muppets! Note that "no longer under immediate consideration", but once the dust settles, no doubt it'll rear its ugly head, or they'll sneak it in...
Once again our freedom of choice to live the lives we have chosen, in the way that we have chosen, is under threat. We are being driven by deluded but wealthy lobbyists, who can argue the toss for a deranged argument, and the governemnt fall for it everytime. Jeez, I though they were there to do the electorates bidding...? How naive is that?

Clearly, vehicle emissions are a concern not just from a local air quality perspective but, increasingly, due to their contribution to climate change. Therefore, the European Commission has proposed setting CO2 targets for car manufacturers, but these would only affect new cars. Also, the targets would be based on averages rather than enforced limits or bans.

This could also involve negative environmental effects, as the petition outlines. As a result, the Air Quality Strategy classified this measure as 'no longer under immediate consideration', which remains true today.
Local authorities are able to develop, implement and manage their own local air quality management schemes, allowing them to focus measures on priorities in their area. The Low Emission Zone (LEZ) operating in London is a prominent example. It currently applies to lorries over 12 tonnes, but will eventually apply to lighter vehicles such as large vans. However, cars, motorcycles and small vans (below 1.205 tonnes in unladen weight) are not affected. For the vehicles that are included, there is an exemption for 'historic vehicles' built before 1st January 1973.
