The whole point of this is to cut congestion, so....
1/ If the congestion is caused by an accident or road works, are the people causing the congestion going to foot the bill

the solution to this one is easy. Just don't go anywhere with a congestion charge. Eventually they will work it out...

If everybody avoids the roads with congestion charge, then all the other roads will become congested!
I think the whole country should boycott using vehicles for one week, then watch the tree huggers beg to get their shopping delivered, plumber/electrician/any tradesman to fix their sh1t.
Have to walk their kids to school, etc. etc. etc.

anything that's retro-fitted to a vehicle after it comes out the factory can be taken out again. If they want me to have some GPS tracker so they can see where i am, how fast i'm going, and if i'm picking my nose or not working in my car they gonna have to give me a brand spanking new 4th gen with all the trimmings first.
