More low down grunt please

If you want more low down power cant you just set the turbo up so its on all the time?

Mine is poor until the oil pressure biulds up, but then its fine. If i leave it for 3 mins before i pull off the drive its fine, but still a bit slow in initial pulling away. I could not pull out on someone like i could in my maverick? Thats all that bothers me?
