Rear demister live but not demisting!

Gen 3 1996...

Checked it out and the heated rear window has voltage, just not very much.

12V or 13V when engine is running.

Any tips please? What voltage should it be getting and can I make it work somehow?

The fact that the glass slides up and down,gives the element a hard life.
It's a case of new rear glass,live with it, or you used to be able to buy some silver paint for repairing heated rear windows.From what I remember,it worked ,but not very well.
