Fly by wire means the throttle is controlled by electronics rather than a good old thick bit of cable connecting the accelerator to the throttle, similar to that found on a push bike's brakes...

certainly gen 2 surfs are NOT fly by wire..

    ETA

...and it looks like you are trying to sell it on here too? That my friend attracts a small fee... see the surfs for sale section.

Take the 'LY' off certainly and it works.

            (but all 3.0 Surfs are)

It also has a throttle position sensor.

                      3L Surf's arn't, some 2L Surfs are, to be exact, 2LT/E's are, 2LT's arn't.

Flyby wire means no throttle cable. They have a sensor on the go pedal instead. It's as simple as that.

No second generation are flyby wire and not all third generation are.

That was my understanding - they would have a potentiometer on the pedal if they were. But it seems it's not that black and white...

                            LOL, actually.....

The cable on the EFI Surfs only works the butterfly on the intake elbow, to make the EGR work, this also works the TPS (your pot.) which talks to the ECU which then talks to the fuel pump, so really it is fly-by-wire as you'd generally imagine it.

Basically there is no direct mechanical connection from pedal to fuel pump, its all done electronically, commonly known as fly-by-wire.
