You could, or lock it on perminantly like in Bushwackers manual hub write up.
It means the front prop will always be spinning though, which isn't great for economy. Do you have the 4wd light on at all, or has the person who snipped the wires taken the bulb out as well?!?
On the back of the transfer case is a big solenoid, on the top of it is a position switch (its a big nut with 2 wires) if this is buggered the 4wd ECU won't let the VSV on the wing switch over.
Easiest, but not cheapest is to fit some manual hubs, and forget about it as long as the t/case is working ok.
