Saggy Arse again

I know Saggy arse has been done to death but I have a question

Stormy told me that on the front from the top of the wheel rim to the arch should be about 13.5 inches (mines 12") so I want to sort that out - But when I do my botty is going to look bad. What should the measurement be from wheel rim to arch on the rear. Assuming no lift is required.
