Silly little mirror

I have a Hilux Surf SSR-X 3.0 1993
Can anyone explain the actual use of the Silly Little Wing Mirror on the N/S front wing.
It appears totally inadeqate with limited adjustment, it only views the road down by the front end of the door step. ?????

its for looking at the road down by the front step/frontwheel when parking. or for seeing the expresion on the face of car thieves when you run them over. aledgedly.
