interior light wiring issue

was going to install some interior light mods today, but due to the shock of the sun coming out and it being a very nice day no to turn down a day at the beach i pulled out of doing it. did have a little time to look at wires and found the wiring a bit strange just wondering before a take it on tomorrow can some give me the heads up on the circuit, or wiring for interior light.
