Rear window heater, gen 3. Are they generally rubbish?

The rear window heater on my '97 gen 3 is very ineffective. It clears the mist eventually but it has to be switched on twice (turns off automatically). Can it be improved or is it just how they are?

Mine is also v. poor. I checked that all the elements are getting juice, but I am going to resort to a silica gel bag in the back to tackle condensation (only bad when all of us are in the truck). I don't have an answer to making the elements more efficient.
