This is the answer I got from the MOT Testers Web site. Clear as mud now!!!!
''As far as the general regulations are concerned you will have to approach the appropriate authorities at the Department for Transport in London so I can’t help you there.
For the MOT regulations (which are not necessarily the same), if your car never had a rear fog lamp, then even if it has one then it won’t be tested. On the other hand if you change the color of the rear lights, then that could result in an MOT failure.

If this is the case why do we have to fit a fog light in the first place to get an MOT/SVA. Because we are not changing the colour of the lens, but the lamp instead, is that OK.
I will call at my local MOT station where a couple of friends work and see what they think..

It's mandatory for all cars after a certain date (not sure of the date but I think sometime in the '80s) for all cars to be fitted with a fog lamp on the rear. It is not mandatory for reversing lights so you could get rid of them. Also max wattage for rear fog is 21watts (same as brake lights). Mine was tested on the MOT.
