Interior Lights & hazzards

Hi All,

My recently purchased 4Runner has interior lights that don't work. On inspecting the fuse box, there is no fuse in place for them. As an experiment last night, I put a fuse in and all the interior lights and hazzards came on, and stayed on. Any thoughts on a process to track this problem down would be appreciated.
