Presumably yours is a 3rd gen.
If I remember correctly (only a couple of weeks, but Mum dropped me on my head when a baby) there are leds mounted on a pcb behind the panel. With the longevity of leds, it's unlikely that 4 would fail, so I should look for a loose connector from the lighting circuit.
Good Luck.

Never changed em on a 2nd Gen myself, but have a look here for some detail on gaining access http://installdr.com/InstallDocs/Toyota/PDF/869017.pdf
This is a link for a radio install, but covers gaining access to the same area, should be easy enough to remove the heating panel then to check the bulbs.Maurice
