There is a section in the fuse box under the hood that says fuel heater my surf dose not have this fuse in, can this stop it from starting and how important is this and what is it for

it's not important, infact the wiring's probably not even there at all, the fuel heater was an optional extra.
You should be able to see whether there's any contacts in the relay socket. Or have a look at the fuel filter head, if there are two wires going to the top of the fuel filter aswell as the the two that go to the bottom then it has a fuel heater. If it just has the two wires that go to the bottom of the fuel filter then it doesn't.=========
