i would assume that it is inplace, or the coolant would pour out when you fill it up,
i would'nt attempt to unfasten it just incase it drags the threads out with it.
the best way to flush the block is to remove the upper pipe at the rad and then take the thermostat out, you will have to follow the bottom pipe up, it connects into about 20" of 2" aluminium pipe that conects to the block by 2 10mm bolts, you need a deep 10mm socket, the thermostat is behind there,
once out you can get a hose-pipe on the upper pipe and blast it through for ten minits or so.
