I have owned my Surf now for nearly two years and done approx 13000 miles in that time. This has taken the total mileage to 44000 so I thought a new timing belt was in order. Here's how I did it:
1, Put the truck in N with handbrake on.
2, To remove the t-belt cover, use a 10mm socket to undo 4 x bolts (1 at top, 2 in middle, 1 at bottom of cover), and pry off the two clips on the right of the cover.
3, Using a 22mm socket/ring spanner turn the engine on the crankshaft sprocket clockwise, until the cam and fuel pump timing marks align. (Highlighted with tippex in photos).

4, Once all is correct, undo the two 10mm bolts securing the tensioner and carefully remove it.
5, Slip the old belt off the camshaft sprocket and then off the other pulleys; take note of the path it travels as you go.
6, You will now need a vice or large G-clamp to compress the tensioner and lock it with something suitable (I used a 2mm pin punch with the tip bent at 45'). If you can push in the tensioners plunger by hand (pushing against a wall) then throw it and obtain a new one as it is worn.

7, Now put the new belt on the fuel pump sprocket first, and keeping it reasonably tight, run it to the camshaft sprocket next, and then onto the tensioner wheel.
8, Push the tensioner wheel upward to apply some tension to the belt and try to wedge it (small hammer's handle works) in this position whilst you re-bolt on the tensioner.
9, Once the tensioner is on, check the timing marks are still inline, and if so release your locking device from the tensioners plunger.
10, Now turn the engine on the crankshaft pulley clockwise through two complete revolutions, and re-check the timing marks on cam & pump sprockets.
11, If all lines up OK re-fit the cam cover, and THATS IT !
12, Start the engine, but DONT REV IT YET. With it running listen for any s$$$$ing/rubbing/other NEW noises, and if none are evident pat yourself on the back and enjoy.
13, Time taken ... 1.25 hrs as this is the 1st Surf I have done this job on.
