    Hi,
The exterior faces of these are coated with a translucent finish (not clear varnish). This will probably be missing from some areas especially if (like those on my truck ) some sods of tyre fitters in the orient fitted lead weights to the outside with steel clips.
Wheels similar should always be balanced and weighted as necessary by affixing lead to the inner surfaces.
After removing the finish clean with Solvol Autosol and then (if going to re-laquer) clean all traces off before blowing in.
The inner faces of wheels need to be cleaned sometimes with buffing wheels, special penetrating oils used to get into the surface if it's really pitted and finally re-treated to avoid further damage.
I took one wheel at a time into my shed and spent a number of hours working away at cleaning it. Was only working twelve hours on /twelve off at the time, not like the old days.....
There are specialist places if you've a fat wedge....o'course but not up here.
