glow plug 2nd phase starting timer

Hi guys been chasing gremlins out my hilux surf 2.8 1991 . Changed glow plugs primer pump _ put no return valve on to fuel lines checked fuse and amp on plugs are fine but only for 3 seconds i thought it was meant to be more like 12 seconds . Is there a timer that i can change or is it the glow plug relay i need to change any help would be appreicated? I currently have to pre heat three times and it runs lumpy for a few min and is fine. Starts up sweet as you like and drives great.

check the glow plugs and check voltage on the glow rail and see how long it goes for.
if it shuts off quickly check temp sensor.

put clear fuel line on pump outlet and see if you getting air bubbles in the fuel.
may have poor hose connection or pump seal which allows air in.
