They are all bent to fit just so. I found that trial fitting allowed me to find the right position for each one. I started with finding the right injector for each one (the easy bit) and then did up the injector nut loosely. The pump ends of the pipes then fell almost exactly into place.
Be gentle with them though - if you bend one out of shape you'll have difficulty fitting it in any position.

Check if you're getting power to the glow plugs. You should get power at the glow plug bus bar when glow plug light comes on in the dash. If you do get power, the glow plugs could be past it.
Are you getting fuel to the injectors? If you take out the glow plugs and turn the engine on the key (as if starting it) you should get a puff of diesel spray out of each glow plug hole as it turns. If so, the problem is ignition (glow plugs/etc).
If you don't get diesel spray it's a fuel supply problem - anything from the tank to the injectors themselves. If that's what happens, I'd start with the easy stuff like fuel getting from the tank to the pump before going at the pump or the injectors.
Did you change the timing belt? If so, it could be the pump timing but I think that makes it run rough rather than not start.
