I had similar problem - I over pumped the primer and think I bust the diaphragm. I repaced the primer and also put a cheap non return valve in the flow line just before the fuel filter. Seemed to work.

Surfs can be a bit tricky to bleed, especially if the fuel level is low. Once the air gets through the system, it takes some cracking of injectors to get it out. But if it starts ok on a bump, then not off the key after been ran, then it seems to be a cranking issue? Is there plenty juice in the battery?
I had a problem like this crank over for ages first thing in the morning it turned out to be the fuel was draining back to the tank overnight maybe it was a faulty hand priming pump on top of the filter housing who knows but i overcome it by fitting a non return valve on the pipe going to the filter from the fuel tank now it starts fine
