Cobalt drill would do the job, I had a similar problem a while back with broken drill bit in ally. However the biggest problem with trying to drill it out was keeping the Cobalt bit on course as it wanted to take the easy route a drill round the broken bit.
If you take it slow and are using a largish drill bit then you may be all right - it's worth a shot IMHO / experience.

Yeah cobalt may work. I have an idea as well. What if you get/make a bush that will fit the hole in timing cover neatly with a hole the size of the drill through the center. This will act as a guide for the drill.
