I have just bought a 92 ssr-g 2.4 td and its my first diesel car so forgive my ignorance please... Just wanted to know when a diesel engine like that should and should not smoke as I haven't got a clue and also any good ways to make sure that the engine, turbo, and cam belt are all good?

Yes get a good service and a belt change done at the same time.

More than likely get a bit of black smoke on start up and under hard acceleration. As long as its blackish and not loads of smoke all the time it should be about right.
You can try a bottle of redex (yes the while bottle) to 1/4 tank of fuel and give it a good blast.
