Is that the tensioner from the air con belt? - If so you can have mine!

Toyota say non repairable. They can be repaired if you are carefull. The bearing can be replaced. I did mine. Remove the pulley. Press out old bearing and retaining plate. Install new bearing. Replace plate and restake. Have a close look and you will see four equally spaced staking points on plate and pulley.Replace plate in same position and restake with a small chisel.
