As long as the green tubo light comes on and you can hear it whistling, I would say that there isn't much wrong with the turbo.
I haven't heard of the oil congealing before, What grade of oil you using?
    I use 15w40 semi synthetic.
Maybe you need an oil change?

Remove the rubber pipe arrowed in the picture, and give it a clean out. While it's off you can see the turbo impeller and see if it's in good condition (no missing or broken blades)

I'm not sure what grade it is but its JCB diesel engine oil apparently its good stuff. I haven't put that much of it in

Theres the problem then! you need an oil suitable for turbo diesel engines, not thick commercial/agricultural oil.

ok so here is another point,, the principle of a fine running engine will rely on valve timing to be perfect in the compression stroke.
the surf uses hydraulic valve lifters operated from the cam,,,, those of you who know ford 16vlave engines will know what im gonna say

if you put the wrong grade of oil in and you upset the valve timing and your engine doesnt run worth a monkeys as the compression is lost through the incorrect timing.

id say stick to the recomended lube,, do a flush of the system and sure your troubles will be gone.. oil viscosity changes with temp but it doesnt congeal

hence fords are 0/30 or 5/40 and not what they specified in their earlier manuals cause it cocked it up

If thats the case then DOH!!
but how would that account for black oil splattered over the top of the engine,
            ohh me no know

dont think you would have caused damage, just get a good engine flush addative folow the instructions then do oil change. note there is a short rubber hose ether side of the rockercover turbo bridge pipe (that one that would say efi diesel )about 80mm long if these are perished or clips are loose you will lose boost, fuel economy will suffer and that oil which would be burned is sprayed lovingly through the leaky pipe

You need a 15w40 oil for diesel engines including turbos.
It should state that on the container.

I spoke to a diesel mechanic today and told him my problem and the advice on oil I got in here, he said JCB oil should be fine, as its for turbo machines and JCB will use the best stuff, he also said if the turbos gone itd splatter oil no matter what type.

I'm still not covinced it's your turbo thats knackered. Theres not much to them to go wrong. As long as it's spinning o.k. without squealing like a pig, (whistling is o.k.) see pic, they are a prety simple device....

                          I think it's oil/ crankcase breathing related.

id agree, ive seen fords with the wrong oil spec, they lose compression as the valve timing is altered due to the thicker oil and they are a bug**r to run. until the right spec oil is used
the jcb oil may be fine for the diggers etc but can you imagine the bar of the oil pumps they use?? to pump the stuff and as far as i know theyre not on hydraulic valves and if they were im sure theyre bore size of the oilways in the lifters are way bigger

can you tell me what your oil pressure gauge sits at when it does start??

                            go with the oil change

Had a mate whos a mechanic look at the turbo and he reckons the seals are gone and theres alot of play on the fan, he also said the JCB oil is 10, 40.
So im now gonna try phoning turbotechnics tommorrow because they dont answer email but apparently theyre good as theyve sorted a mate of mine out
