Like Rich, I too am fastidious about tyre pressures, which comes from riding bikes (a few pounds out makes an enormous difference here) and although incorrect pressure may not have such a dramatic difference on a Surf, it would have a negative effect. Check them again with a quality gauge.
As i said earlier, I had the same feathered wear pattern, which I believe is an effect of the power steering on these big tyres, however mine became prominent over a greater milegage than you quote. Two points (i) if your pressure is incorrect then the effect may be accelerated (ii) are your tyres constructed with a softish (?) compound ? If so this may also accelerate the wear you describe. I have BFG's which seem to last for ever. the rotation is simply to even out the wear and extend the life of all 4 tyres

I went to the dealer I got it from last year and he took a look for me and said it was the same as all Surfs he has seen(the guy can be trusted because he does not do tyres or alignment.) He suggested having the tyres taken off the rims and swapped on the front so that they still run in the same direction but wear on the opposite edge. I have duelers on and 6mm tread on the outside, against 3mm on the inside so it is quite a difference in a year. £20 to swap them over sounds better than a couple of new tyres.
