A GPS with a twelve channel paralell receiver will be about as accurate as you can get, dependant upon signal strength naturaly, running a comparison with a Garmin, Magellan and my Geonav 2, I read;

not realy definative, but not un-usual, most manufacturers rig odometers to -10%. Also it is legaly up to the driver to ensure that the odometer is reading correctly, as sadly ignorance is not a valid defence in a court of law.
I learnt this the hard way,many years ago on a hot scirocco my odometer read 80mph, i was busted for 93.2mph.
