can anyone tell my what the weight limit is on the towing ball ( downwards weight ) not pulling limit, which i know is 2.5 ton. gen 3

I believe its 130kg. The Colorado has the same chassis and its 130kg Towbars made for the Colorado which also fit the 3rd gen Surf are type approved for 130kg , so based on all that I'm saying 130kg. Towing limit should be 2800kg.
As Toyota don,t publish these details for Surfs ( as far as I know) you have to do as I did and make a judgement.

BUT most trailers only have a max of 100kg on the hitch so that overrides the 130kg on the towbar
