                          Yes it will be able to take off, the belt can do what ever it likes because it only matching the air crafts speed the air craft is still moving forward as stated in your question so wing lift will be present ect so on and so on.

                              I dont have to the question states the aircraft is moving forward thus a air stream over the wings, it does say eg 10mph but doeasnt say anymore but with the rt brothers it was at 8mph and they had wing lift so im presuming at a minimum of 10mph with full flaps youd get it. emm

                                Either the aircraft is in fact moving forward at take-off speed, in which case it will take off - the conveyor belt is irrelevant in that instance - it is just spinning the wheels at double their usual take-off rotation speed. Or the aircraft is moving at less than its take-off speed because of some mysterious effect (probably aliens, or some astonishingly effective brakes on some very grippy wheels) which prevent whatever the method of thrust is from moving the aircraft relative to the fixed point. In which case it won't. The latter is wholly improbable (except the aliens, which definitely exist, hence all the government cover-ups).
                                So it will take off.
