What this does is prevent the PC completing a DNS lookup for the IP address of the web server and instead uses 127.0.0.1 as the web server. 127.0.0.1 is an internal loopback address on your PC which will just ignore the web requests and so not return the facebook page. Its the easiest way to do it and works for people who know little about computers.
Web proxy web sites will still allow facebook access.
Facebook applications such as sidebars or other websites that allow you to post things to facebook will still work.
Visiting Facebook via the IP address of one of their webservers will still work.

I'd like a timed 'ban' on f***ing Farcebook too for that same reason! She was doing her history homework at 7am yesterday, despite her telling us she'd done it days before.
Is it possible to easily stop Facebook and other (anti)social networking sites working say, after 6pm?

This sort of thing is done with timed access lists.. There is probably an option on a free software firewall like zone alarm to have a timed access rule which prevents facebook except during the period of 18:00 to 18:05 for example
