i think my fuel primer is buggered

As title I think my fuel primer may be kaput.
The truck is very sputtery to start when cold, and if I pump the primer the plunges doesn't get tough to pump at all.
I've changed the glowplugs 3 weeks ago and still spluttery to start when cold.

Any know how much a new primer is as only got limited internet at the moment
