Insurance problems - an explanation?

I just noticed the following article on the Parkers website (yes m'lady)

I had absolutely no idea that insurance groups had been re-worked again (instead of having groups 1-20 there is now 1-50).

Perhaps this explains some of the problems folks have been having with insurance premiums...?
