Fuel Gauge again

My fuel gauge has never worked on my 92 2.4 surf, i have had the tank off for a good clean out and all looked fine, i have had the dials out and the gauge itself was very hard to move by hand, is it supposed to be free moving like the rest of the dials?
It never moves off a quarter full but the fuel light comes on when im running low, does this mean the gauge is knackered as the sender unit is telling me that there is non in.

It'll be the sender thats faulty.
Check the sender connection first though, as they can corrode quite badly.
