There is no physical way that using the engine to power the alternator to charge the battery to electrolyse water to add the hydrogen and oxygen back into the engine to burn them can produce a net energy gain.

However if you're gullible enough to believe it, I have a useful device here I'd be willing to install on your car for only £500. It's a water tank on the roof. When you go uphill, it gets more energy. Then you can use that energy to power the car through a tiny mill!!!11!1
