Panel removal??????

I need to remove a panel from the inside of the surf, trouble is I can't search for this as i have no idea what it's called and so far all searches I have tried have come up nil.
It's the panel just right of the accelerator pedal behind which is where the wires come in from the door, I've undone the first screw on the cill but can't find any other fixings, have tried to slide and pull it but it won't budge also it's hiding some of the wiring from the immobiliser (which I need to remove) and looks like an after market job so I'm wondering if the installer may have broken it and has done something silly like glue it back on, how does this panel come out, any help would be much appreciated.

There's a bolt holding it to the lower dash, 10mm spanner or socket required, and a plastic nut below the fuse box cover.
